You just need to provide the documents that they requested. It is easier if you call I have been through the exact same situation. Just ask what is needed to remove limit usually they will not ask for the laundry list asked for online when you call and ask.

I have found that calling PayPal and explains your situation is very helpful in solving these issues.

You need to provide them the information they ask for. It is easiest to call because they ask for less information that stated online. If photoshop is needed then use it. Get creative ;)

Make sure to verify account first. Also if you are receiving large payments over $200 within a few days of each other make sure to withdraw each payment before sending another to avoid limitation.
