When you get slapped or penalized by Panda/Penguin, it's not because you don't have enough content or your content is not "quality", but it's because of your unnatural link profile.
Micro niche simply means a long-tail keyword that doesn't have much competition, but the volume is pretty decent.
So for example a 3-4 word keyword with roughly 3k exact match searches per month and 50k competing pages would be considered as a "micro".
