Something's wrong with your proxies. They might be blacklisted. Just try dedicated private proxies and clear caches, cookies etc from your browser (Use CCleaner and tick mark mostly everything in the browsers section). And don't start spamming right away, go very slow after you've made your...

I've never made banners out of any softwares 'cause never needed one but only logos. You can get your ideas or may be tools/sites to make banners from this search. I usually do google image search when it's something visual i am looking for...
