I've used AAA logo software for making banners and stuff. It's really easy to use but it won't be that fancy though. It can be if u mix up multiple templates and do things a bit different in it (again really easy stuff) I used the cracked software of it. As the trial/free download won't let u save the image.

I've never made banners out of any softwares 'cause never needed one but only logos. You can get your ideas or may be tools/sites to make banners from this search. I usually do google image search when it's something visual i am looking for.
