These are just two means to the same end. If you use them properly, they're equally as valid.

Put most of your efforts towards getting backlinks (authority) to your home page. It will be passed on to your other pages, and then just try to build a few, page-keyword-specific links to each inner page. It's a lot of work, but it's hard to make shortcuts in a situation like this.

It probably has something to do with those pr9 sites wanting to maintain their high level of authority by not having so many questionable outgoing links.

Pinging a site doesn't increase it's rank, but it goes a long way toward helping the search engine find out it exists. Mainly, people use it to get their backlinks indexed. For the OP: go to pingerfinger*com and use their bulk pinger. Just type one url per line in the box there and hit 'ping it'.

Try Jetspinner/Jetsubmitter. It accepts spyntax and you can set it to submit x article per day automatically, so it's good for your link velocity. I don't have an aff link.
