There's three types and I think most IMers fall into the grey hat category.
White hat - genuine guest blogging, social bookmarking, social media etc
Grey hat - submitting content to blog networks, mass social bookmarking etc
Black hat - comment spamming, article spin spamming etc
It is near impossible to create an industry standard qualification.
You're much more likely to get clients if you can show proof of sites you've ranked in the past with traffic and revenue figures.
I'd much rather hire someone with proven experience than someone with a nice piece of paper.
In short, backlinks are more important than content.
You can have the best content in the world with zero backlinks and not rank.
You can have the worst content in the world and quality backlinks and you will rank.
