Well the vendor is right when he said you need different URLs to run campaigns. You can't run same URL in different campaigns as it would be against Adwords TOS under Double Delivery.

TBH, it's not that important to make the conversion tracking permissible to adwords. And in BH campaigns, it doesn't make any difference at all. Whatever you do, you are always under surveillance.
