The first option makes much more sense, you can optimize the GMB for your services and web pages for target locations. Also, you have to create a different business names and addresses for each website if you go with the latter option.

A lot of website are facing the same issue, it could be an update, as a lot of websites have reported a sudden dip or improvement, is any one has a clue what's going on.

Definitely to Yoast, but while writing content, you should not waste too much of your time in making everything turns green on Yoast, even if it turns green it is not a guarantee that user or search engine will be satisfied with it.
