Is it easy to use cheap, fake or illegal XML traffic? All the people offering XML traffic - they are offering cheap/fake/illegal?

A guy is offering me JS and XML traffic. He says he has "some" JS traffic and "a lot" of XML traffic. The suggestion was this traffic doesn't go to the website but directly to the adverts on the website... I may have misunderstood this though.
