Some of this traffic would be fine on Adgate Media's platform. As for a legal thing to content lock, that's pretty tough to answer, you could try something like a game download (affiliate link) blocked with a content locker. Just got to find some nice term to compete for on google.

The educated marketer would research all the content lockers/offers each incent network has. I found adgatemedia to give me the highest epc's by far for my movie traffic. But that's just after all my testing on my traffic.
