You can go to instagram on a pc and just copy paste comments if you want to do it manually. I am using iMacros to automate like/follow, you can do commenting using iMacros aswell. :)

You can go to i n s t a g r a m dot com /explore/locations/US/united-states/ for example. From there you can go to different cities and make an imacro which likes/follow based on location ids :) I have no idea if this works in MP though!
