Because Adsense don’t allow incentive traffic .. Incentivizing people google look at it as if you pay them to click on your ads so the only solution is to use an app with admob since they have reward ads which you incentivize people on and have no problem

How about you create a reward app you make money when people complete survey using cpa marketing and you give the people that completed the offers a gift card for example
