I am trying to understand the rationale behind this. Are they trying to kill off hashtags? I still see viral posts on popular hashtags so I have no idea what's going on.

I am very new to YouTube. Why is upload rate so important to this strategy? How will any of these videos get visibility? How does this strategy create visibility?
