They are. I can’t post links but vaping products of all kinds are in their prohibited items. The most you can buy is decals. America is currently cracking down on vaping.

The point of stealth is for people that have been banned or want to have multiple accoutns that are not all detected when one is banned. eBay tracks by EVERY piece of data you give, not just IP address. If you slip, the accounts are now linked forever.
