Maybe it's automatic and he just has you flagged as a spammer that he doesn't like.. Try changing up your info and see if you can slide thru the back door. Or try offering him cash...that usually works. :D

That's what turned me off from their package. Pay a high price and it was only good for a few months and it quits working. THey probably got a lot of complaints and finally are switching it.

You could run a bandwidth monitor on your VPS. It would give you an approximate idea of where you're at.

What is that you have already? Website current rank, are keywords difficult to rank for, do you have keywords yet? There are many different levels of service, just depends on what you need.
