You can try with fiverr, find someone that creates web 2.0 for 5 - there are topics with fiverr sellers here on bhw, and then look at extras, add some tier 2 article submission, press releases and soc bookmarks....and hope for the best. I don' think anybody can guarantee you anything for that...

Definitely building web 2.0, if you don't know how to do it yourself, out source on fiverr. Or just read a lot on manual linkbuilding here and then try it yourself. :) I would never go massive for your moneysite, but you can do it on tiers.

There are tons of topics that cover this but basically, manual backlinks from web 2.0 with unique articles + seo optimized images + video - just look around on fiverr and think a little bit when choosing a seller. If people offer too much links for 5$ then probably it's not manual linkbuilding...
