I believe it's the other way round, clickbank is showing hops, but stats are not showing clicks. I don't know why this happens, but I also always have more hops than clicks on most of my campaigns.

Yes the balance on these cheap $1 vccs is $0.01. It is not enough to verify paypal. I don't know how you can withdraw money from your paypal, it depends on your PP country and the available withdrawal options. You can't withdraw from your paypal to any of the VCCs provided by me.
