There is some truth to that. I find whenever I get a video around 500,000 [real] views if there is even something the least bit questionable about it, it gets nuked. It's as if they manually review videos that get near that threshold.

Well white hat kind of implies a quality video? :) But you can also create some controversy to get people to comment (and increase rank) and maybe make the video viral.
The title is also extremely important and should include some keywords you are targeting.

If you are doing Whitehat then try to approach Youtube about it maybe on their forums. Tell them someone is falsly flagging your vids and then reuploading your content. But if you are doing blackhat or it is copyrighted you pretty much can't do this.
