I've been making bots now for over 15 years. Selenium has many points it can be detected on. Even if you manage to patch the footprints they can find new ways to detect it. Personally I just do all in http calls as on a grand scale it saves allot of resources, but it will make it allot harder...
Whatever language you are the most skilled with, seeing these three languages you know i would say go with JS unless you want to make bots that you can sell to customers. Then your best bet would be c++ and qt or c#.
If your handy i'd bet you can use an esp32, as it's just a throughput it should be fine. Let the esp32 interface with the usb and connect it to the wifi and just write a simple proxy script.
Edit: i see there are already esp32 modules with a sim card slot build in for around 10 usd a pop. So...
You can use an nodemcu (preferably esp32) as a proxy client into a WiFi network. Would draw almost no power and can be easily inserted into a power outlet. Or build it inside a power outlet that you can stick onto an existing outlet.
Then stick that on the old one with some strong quick...
