That's weird. The same thing happened to me with editor permissions but my main channel didn't get terminated. Unfortunately, there's nothing you can do to retrieve it.

I have been demonetized for it. You need to tell them about your content/what you do on the channel and tell them the policies you're following, show multiple examples of your transformative work, show the behind the scenes of you making the video (editing, recording etc.), show similar channels...

It might pick up faster on a re-upload, or it won't. It will most likely get its time to shine in my experience, whether or not you re-upload. I don't bother to re-upload because I know it will get picked up sooner rather than later. I let it take its time.

Don't delete/reupload. Just upload consistently and improve the shorts. It can take months before they take off.

It is completly normal. YouTube is pushing out your videos to group of people and if they respond well to it, YouTube will push it out even more. If not, it will flatline.
