you have asked here in point no.5 that .... you have posted spun articles under web 2.0 properties. I've talked with a webmaster/content-writer...... he informed me that our sites could got penalized by Google for spinned contents.

In last Google PR updates my sites are much affected by Google's new ranking algorithm which we call Penguin attack. And PR of my sites decreased even I've regular update my sites by unique contents. Anybody can suggest how do I recover my loss ?

For your question nobody can tell you the right amount that you can spend to upgrade your sites. It depends on so many factors, which kind of sites you have?, how much is your budget? then you should have manage to spend accordingly and so on.
