No offense, but I don't have a idea why someone want create a Customer account on UpWork with Fake Docs or did you mean a Freelancer Profile?

As you figured out as more people have add your phone number in Contacts and start WA Chat to you the better reputation you got. You can post to local classified sites a good offer, write there contact by WA only and this way collect better reputation.

There are multiple ways to reach what you want. If you have not too much Modems (Phones), on a old PC with Linux you can setup a simple Routing (send outgoing traffic over your Modems) for your case this would be the most simple solution, you can even add rate limits, measure usage or whatver...
