many gigs on fiverr - giving you 1-2 backlinks seem to work. it's very time consuming to build a campaign this way but it works if you do it right. also I've noticed that NHSEO works ok for foreign characters.

I think SEnukeX will work about 60 - 80% of the time with foreign characters.
