+1 for Stablehost! I used them for a year, they had a special promotion for blackfriday. Now that, that promotion ended I am on Hostlatte 75% off recurring promotion. So far nothing but good review for both companies if you can find the right coupons.

I believe they are US based, but be warned that there support is going down hill after being sold to EIG. EIG tend to fucked everything they touch LOL

Used Hostgator in the past, was happy until they didn't pay my affiliate earning. I moved on shortly after hearing they sold the company to EIG.

I been using Hostlatte and Cookiehost they have some good promotions floating around for $5-$6 a year.

Don't think you will find dedicated IPS that cheap... They usually run in the $2 - $3 range per IP.
