More precisely, I’m wondering how an agency builds citations when most of them require a phone call verification of some sort or even mailing to their address. How would you build these citations when they require you to be onsite making the verification calls and such?

Probably server error last time it was crawled.. just have to wait for it to get recrawled/indexed. Nothing you can do but wait, or you can use indexing service to get it recrawled faster but I would just wait. Let it seem natural
