How do SEOs build citations when they are offsite?

More precisely, I’m wondering how an agency builds citations when most of them require a phone call verification of some sort or even mailing to their address. How would you build these citations when they require you to be onsite making the verification calls and such?

Many will leave such websites...
Or
Send these websites to client to register them and verify them
Or
Active with client via whatsapp or skype or mail then register to these websites, put mobile number get the activation code to the client mobile, ask client to send the code immediately ... verify it immediately...

Interesting but seems highly inefficient.. and what about citation services like brightlocal? I wouldn't think that's how they do it?

Just make the list of sites which requires email/sms verification and then ask the client to forward the email/sms. Register in those websites in specific time for which your client agrees to do.

1) The main purpose or benefits of Citations is to create GEO reference for NAP on different web pages.
2) GEO Relevance is one of important factor in local ranking and citation create GEO Relevancy
3) When you don't want to use actual citation site and still want to increase GEO Relevancy the do following
A) Optimize Page Title: Main Kw +City , State
B) Create GEO relevant pages on your site for example Page create 10 articles for your city for Example if you business is in New York then create 10 pages with the contents related to New York this will tell search engines that your pages are GEO relevant pages and this will give you better output than normal citations.
C)Create T2 Web2.0 GEO persona base network like AMX Football Club New York , put GEO targeted articles on these properties and put you NAP, Driving direction

This will give the better output than creating citations without NAP

It is not inefficient, as Manual process takes time; Doesn't hear about brightlocal; I think the best local citations people are connected with each other, the service providers directly connect with them take services from them in a little cost.
