looking for adword expert

if I want to hire a Google adword expert where should I go ?

I'm using Google ads for the last 3 years but month by month I get only a few chats how do I know which keyword is best for converting the chat anybody please help me out with this situation competition is too high but my all competitors getting good chats from this

Bro, I know my target audience and my keywords too but don't know why I get fewer leads even though my average CTR is 15%
