A proxy is basically an IP identifier for your computer. Many times you will need to hide your IP address and use another one instead. Google Proxy or Proxies to learn more.

To the best of my knowledge EIN numbers are in fact 9 digits long unless they changed recently. I just signed up with them but used SS# which is also 9 digits long with no problem.
