Don't think ad work for CPA offer. Maybe Messenger ad would work as it is cheaper. You can advertise yourself as finding people to do basic data entry jobs & send them links of CPA offers where you ask them to complete these offers to receive XXX amount of payment.

Mylead is probably the way to go then. Alternatively, instead of content locking a direct adult content, you can content lock a 18+ discord server, telegram server,... The way to get traffic is the same & it is allow by most CPA network. Here an example :
