Get IPs and whois the domains. If you can see that they come from the same C-class or B-class you can ban that entirely. Most likely it is just someone with a rented VPS and a few blocks of IPs that's hitting your site.

Did he pay for it / has he made monies? If not then you can consider it to be at $0 at all times - What's the added benefits for them that they gain an extra affiliate that makes no money?

just look at other payday adword sites and you will see this written paragraph on the bottom of all websites...Bing used to be OK with it. Google has been cracking down with it for a bit now.
