I'd go with GoDaddy. Since you're new to webhosting GoDaddy makes it very easy If you buy both the domain and hosting with them. Plus you can always find up to date coupon codes to bring the price down. At the moment they have a special on basic hosting for $2.99 a month.

Try u2bviews. They have a program that runs in the background and will build you credits which can be used for view/likes/subscribers/comments.

Tier linking is also important for indexing links. You can bring on links that wouldn't normally be crawled.

Submit articles that have your anchor to web 2.0 sites. Try and find the best quality web 2.0's with high PR.

Had this issue a while back. Just removed the ads and waited a week then added them back with no problems. I wouldn't worry about contacting Google either.
