So I am guessing as long as you are still using the ID no matter how many anonymous paypal accounts you use with it, they all are going to be linked and banned. But still worth to try. That's true. So that gives a conclusion that buyers can still get their money back after being scammed, even though the money has been spent by the scammer/seller.

have you closed the unpaid item dispute/case? (choosing the "buyer didn't pay" option), you need to wait for at least 3 days to close it. that way, you will receive your final value fee, the buyer will get an unpaid item strike, and the negative feedback will be removed automatically
