- new name (can be relative's, friend's or even fake)
- new home address (again can be as above's)
- new email address
- new paypal account (with fake details as well)
- new ip address(s)
- new windows user account
- new vcc

Your eBay ID has already been linked to your banned paypal account. So I am guessing as long as you are still using the ID no matter how many anonymous paypal accounts you use with it, they all are going to be linked and banned.

I am not sure about this. But once I got a negative balance because there was only a few dollars left in my account and a buyer opened a dispute because he said the items had not arrived. The amount of money being disputed far outnumbered the balance and the credit card I had on file had already...

The only way you can change/remove the negative feedback is by asking the buyer to do so. You can not ask eBay to change or remove the feedback UNLESS the feedback itself violates their ridiculous feedback policy.

have you closed the unpaid item dispute/case? (choosing the "buyer didn't pay" option), you need to wait for at least 3 days to close it.
that way, you will receive your final value fee, the buyer will get an unpaid item strike, and the negative feedback will be removed automatically
