It's a kind of retargeting I think. But retargeting for this amount of users does not make sense in my eyes. Trying to refind them in the WWW will be very hard.

Yes, this CTR for retargeting is OK. The max. average CTR for retargeting is about 2% - 3.5%. So with 2% you are on the good way. The more important thing is also your conversion rate, this should be very high as well.

There are some very good campaign optimization softwares. But the thing is that if you do not have the permission to put in your sales/leads tracking pixel it is very hard to optimize it. You can optimize for CTR, but in most cases good CTR doesn't mean many conversions.
