It's really hard and all ESPs are fighting extremely for not hitting spam folders. If your list is scrubbed and not opt in you should consult a Server level Person first. Separating Domains helps a lot saving costs at this point.

There are many ways to get it done. 1. ESP service. 2. Personal SMTP server with PowerMTA. 3. PMTA relay through free esp. 4. Self host Single IP blast. And many more. Remember you must clean list with any service.
