I disagree. Google may discount them, but does not disregard them. I have had very good results from reciprocal links from sites that rank well for my keywords in other cities. If you are marketing a product or service locally, look to similar sites in other cities.

Seems like you are on the right track. Updated contact and some new authority links (pinged) should get you there

It is beginning to look like Google penalizes for this. Or, at least, you run the risk of a temporary setback. Wish Google would be clear on this
