For a new domain, I’d start with technical SEO + useful content, then build topical coverage and strong internal linking. Once the site has a solid foundation, start earning relevant backlinks.

Exact-match URLs aren’t a major ranking factor anymore. Keep URLs descriptive and relevant, but don’t force keywords into them. The URL structure itself also matters less than content quality, internal linking, crawlability, and search intent.

If I were starting from scratch, I’d start with SEO because it teaches you how search, content, keywords, and user intent work. Once you understand that foundation, moving into paid ads, content marketing, or email marketing becomes much easier.

Google can simply ignore those links rather than pushing the target URLs down. If unwanted links point to your own site, you can also consider Disavow where appropriate. For these articles, SERP suppression with legitimate content is a better approach.
