I would go with a new bank account and new pp account for your new ebay account. Eventually they will catch you transferring the money back and forth...then you have to start all over again from scratch. Best thing to do is "fly under the radar"

Check the IP of your phone. If you used it on the account that was suspended you need a new IP. most phones will give you a new IP if you turn on airplane mode then turn it off....you should then have a different IP.

Best way to stay safe is use a separate user account for your ebay/paypal. Only access the account on that user account so cookies and flash will not link you.
