Makes no difference - putting it in a subfolder generally makes more sense unless you are physically hosting the blog on a different server (in which case a CNAME/A sub-domain is preferred).

Your best bet is to check lowendbox - they feature the cheapest VPS's you can find. A lot of the ultra-cheap VPS's are limited stock, but if you subscribe to their RSS feed you can spot a deal pretty quickly as it appears.
