That's called a bridge page. Your ad will get disapproved on Adwords or your site will get suspended. DOn't waste your time.

I want to point out that Penguin not only destroyed a lot of SEO efforts, but also Adwords efforts as well. Out of no where, after many months of running one of my sites on Adwords last night it was suspended as a bridge page. Good times!

Be careful with AW and CB. Easy to loose money quick unless you can get real cheap keywords and a high conversion rate. You can look at my recent post on the matter...
