You need a mixture of generic and niche related links from local and generic websites. A contextual link coming from a good quality domain would always work better for you. There are quite a few great services on this forum that you can use, without needing to overpay for anything.

It does indeed depend upon where you live as much as it would depend upon the market that your clients may be in. The more they can get out of the website, the better they may be willing to pay. So yes, $200 for a basic website that hardly takes time and effort to create to well over $5,000.
