    What is your purpose? If you want to build a blog network, go for cheapest hosting plans from namecheap, ionos and other popular ones. You can even host few websites on same hosting by using cloudflare. Then the hosting provider won't be visible to Google.

    It's YES and NO No since the best way is building a TLD PBN, guest posting or buying links. If your competitors have TLD links, it'll be difficult for you to outrank them. Yes, since it has an advantage. If the keyword have low competition, you will be able to rank it easily.
