Update: now Meta Verified appears under accounts on both FB/IG (using NordVPN on Australia), but it shows 'Unavailable' for both accounts. So baby steps forward but still no solution so far.

Some people on Twitter claim simply switching the VPN to Australia for a couple of hours while using the app normally made the Meta Verified option appear in Accounts Manager, though unclear if they were able to purchase. I'll update if I figure it out.
