Depends which theme you're using, this section is often located in single.php but that's not always the case. Your theme may well have an option to not display this section without you having to mess with the templates.
Hiding it with CSS is no good for SEO.
Manual spinning can still work well, but it's a lot to get your head round. I wouldn't recommend using any spinning software, none of them produce properly readable content.
Why not just write the article in the main language? If people are Googling in that language surely they understand it, I don't see the benefit of writing the article in a dialect that only a percentage of visitors will be able to understand?
