OP, Keep your OBLs low so link juice wont split. Try to link to relevant and authority sites. You might also want to try wiki links.

OP, it depends upon your competition. 1-5 random links daily will do if you're in a very competitive niche. But should be 1 link per pbn site. Otherwise you can do at least 1-3 links per week.

All you ever have to worry is if they are still indexed in Google. Maybe there's just an issue/bug in GWT that made some data disappear.

Google will see that as manipulative link scheme and Google hates it. Just drop comments to relevant sites and don't spam. Just be wary.

For me, I would just directly link to my money site. Way better.
