Depends entirely on the difficulty of your niche. If you're ranking with 4 web 2.0s, then keep it at 4. What I usually do when I enter a new niche is create about 100-200 Web 2.0 properties using FCS. If I get a site to rank using only 20 of them, for example, then I'll use the remaining ones...
