Unfortunately this wouldnt be just another WP addon because of the tech stack it has. It's a great idea to passively gain some free proxies, but as OP said... These proxies suck for tasks. Ok to scrape data though.

When you say 'site' do you actually mean page or specific URI? Or do you mean crawls the entire site?

Did this last year. PDF is a messy format, but there are solutions out there to achieve this. I wouldnt recommend OCR but analyzing the PDF structure instead. Good luck!

I disagree. Wordpress is bloated and not as performant as a custom solution. Plenty of web frameworks to choose from. You need to have front end skills also. If Google loves Wordpress, duplicate the page elements that Wordpress has and construct the Markup in a similar manner.
