My bank account was linked to my old paypal which was suspended. If I add the bank account I think they'll link my new paypal to the old account and suspend it too.

Will it work with EU paypal ? I added my skrill card, but I can only withdraw funds to a bank account. Edit, they FAQ says:

I have some money on my paypal. I'd like to ask is it possible to use Skrill MC to withdraw money from PayPal then cashout from an ATM. I already tried Payoneer but they're unresponsive waiting for approval since 35 days.
