Problem is the account is 2-3 years old, was private for a long time because it was just my personal account, didnt really care for IG much. Now I'm realizing the potential... unfortunately too late maybe. Don't want to start over with a new account... or have enough content to start from...

Doesn't look like it, I was told I would get a refund because the account was not getting approved, whatever that means. No refund yet.

Fair point, but it would be pretty hard to have 20k followers on a brand new account anyway, so they should go hand in hand, unless you've bought a shit-ton of fake followers - and at that point you'd be risking it anyway.

How big is your account? I feel like that has to factor into the calculations made determining whether or not it's spammy - that and obviously getting reported (obviously), but maybe even deleted could.
