They are not awful, they are just protecting their own service and themselves. This is life. Don't whine about it and find a way to make it work. I would advise you stick to their rules, you won't run into problems. :)

If you want to abuse the previous rankings then no, don't go for it. But if you like the domain then why not?

There is always some risk, you can get banned for smaller numbers just like bigger numbers. There is no magic number. Looking natural is the key.
