We have tested Fiverr backlinking in the past, but only on site we do not care about. I would agree that you get what you pay for. Mostly spammy links.
There are other services like Crowdflower that use M-Turk and many others to do the work. You can decide which ones do use. You can specify what countries to avoid as well.
You might want to start paying for quality articles to be written about your business and then guest post them on 3rd party sites with high DA. I am happy to discuss details offline if you PM me.
According to many of the major news outlets, the app has been taken down already. Just do a search for Peeple app and you will see that Wired, YAhoo, HuffPost and others are reporting its demise.
Check to see if the forum has a posted their Terms of Service. If you can prove that the posting has violated any of the terms then they should take it down.
I am curious if anyone has had success paying money directly to RoR? I am not inclined to pay them as I feel that it is extortion. From what I have heard, there is no guarantee that RoR will even remove the review regardless of how much you pay them.
I have several clients with Ripoff Report, Pissed Consumer, and other issues that are not going away. Normal suppression campaigns have been successful, but not in completely removing RoR from the first page of search results. I have, on occasion, used very expensive lawyers to de-index these...
